This return is unsatisfactory for several reasons:
1. & does not shew under 151 Ench Colony what items have been deducted to arrive at the so-called "ordinary" Expenditure.
& does not shew whether the amount included under the head of "local forces" refers to troops, constabulary or police.
If the amounts for "local forces" are simply the Colonial Estimates taken from a counter, a certain percentage should be added to make them comparable with War Office figures.
I differ to Sir J. Lusard's third and fourth remarks on N. Nigeria; he is, I doubt not, right.
